That single sentence, delivered with a straight face by those in power, is a symptom of everything that is broken in Florida’s insurance system. Let me be clear: the reason state departments and agencies continue to say there is no issue is not because there is no issue. It is because they are not allowed to admit there is one. The insurance companies control the narrative, and the politicians let them. Our legislators, including individuals like Joe Gruters and Blaise Ingoglia, have taken hundreds of thousands of dollars in campaign contributions from the very companies they are supposed to regulate. They do not just ignore the problem. They are the problem.
When carriers deny legitimate claims, delay payments, push policyholders into unfair managed repair programs, or grossly undervalue property damage, what do our leaders do? They look the other way. They protect the industry. They gaslight the public. They claim everything is fine, while homeowners drown in debt and face foreclosure because their insurance company abandoned them. Let me speak as plainly as I can: Florida’s insurance system has been hijacked by corporate greed, and our current political leadership has been complicit every step of the way.
Floridians now pay the highest homeowners insurance premiums in the country. Not because of a sudden rise in disasters or fraud, but because of years of legislative favors to insurers. These companies are raking in profits, offshoring earnings, and quietly shifting risk while our working families are stuck with the bill. Meanwhile, regulators and lawmakers are silent—because they are owned by the very companies they are supposed to keep in check. And it will not change unless we change who we elect.
I am Dr. Frank W. Collige. I am a Republican. I am a veteran. I am a Public Adjuster. I have seen firsthand what insurance carriers get away with when no one is watching and when no one is willing to stand up to them. I am running for Florida Chief Financial Officer because this state desperately needs someone who is not for sale. Someone who understands the system, but has never profited from the corruption inside of it. Someone who knows the playbook and is ready to burn it.

End managed repair programs that strip homeowners of control and funnel money into preferred vendors
Advocate for prevailing attorney fees so that consumers can afford to hold carriers accountable in court
Regulate and license appraisers and umpires to stop abuse in the appraisal process
Establish a public Insurance Licensing Board to oversee and enforce ethical practices in claims handling
Shine a light on reinsurance contracts and offshore transactions that insurers use to hide profits and justify premium hikes
Unlike my opponents, I am not accepting a single dime from the insurance industry. I do not believe carriers should be able to buy influence. I believe they should answer to the people of Florida. This is not just a campaign for a public office. This is a campaign to take Florida back from the insurance lobby. A campaign to protect homeowners. A campaign to restore integrity and accountability to a system that has long since lost both. If we keep voting the same way, nothing will ever change. But if we stand together, if we demand better, we can finally fix what has been broken for far too long.
